A person or business that violates an injunction issued under this chapter shall pay a civil penalty, as determined by the court, of not more than five thousand dollars, which must be paid to the city. For the purpose of this section, the superior court issuing an injunction shall retain jurisdiction and the cause must be continued, and in these cases the city attorney acting in the name of the city may petition for the recovery of civil penalties.
