No person licensed pursuant to this chapter nor any other person shall post, stick, paste, stamp or otherwise affix, or cause to be so done by another, any notice, placard, bill, poster or advertisement or place any writing or pictorial representation upon any building, wall, fence, railing, gate or gate post or parts thereof, or erect any billboard upon any premises, public or private, without first having obtained permission of the owner, agent or occupant of the premises.
