No person shall post, stick, paste, stamp, paint, or otherwise affix or cause to be so done by another any notice, placard, bill, poster or advertisement to or upon any sidewalk, crosswalk, curb or curbstone, lamp post, hydrant, shade tree or tree box, telephone, telegraph pole or post, or pole erected by any electric company, without the consent of the owner or agent thereof; or cause or permit any bill or poster or part thereof to lie upon any street, avenue or alley or public place, or to be blown about or upon any of the streets, avenues, alleys or public places, or upon private premises.
