A. Provide for the preparation and carrying out of plans for emergency mitigation, preparedness, response, and recovery for persons and property within the city of Monroe in the event of an emergency or disaster; and

B. Provide for the coordination of emergency functions and services of the city of Monroe with all other public agencies and affected private persons, corporations, and organizations.

Any expenditure made in connection with such emergency management activities, including mutual aid activities, planning, training, and exercises, shall be deemed conclusively to be for the direct protection and benefit of persons and property within the city of Monroe.

This chapter shall be construed and administered in accordance with applicable state law, including without limitation Chapters 38.52 and 39.04 RCW. (Ord. 008/2020 § 1)
