The following persons are liable to punishment:

A. A person who commits in the city any crime, in whole or in part;

B. A person who commits out of the city any act which, if committed within it, would be theft and is afterward found in the city with any of the stolen property;

C. A person who, being out of the city, counsels, causes, procures, aids or abets another to commit a crime in the city;

D. A person who commits an act outside of the city which affects persons or property within the city, which if committed within the city would be a crime; and conduct occurring outside the city intended to cause a result within the city shall constitute an attempt to commit the offense within the city;

E. A person who fails or omits to fulfill a legal duty imposed by the law of the city with regard to residence or relationship to a person, thing or transaction in the city, the omission of which consists of an offense. (Ord. 628, 1976)
