The city council shall, from time to time, approve the collection fees, container use fees, and other applicable fees and charges to be charged by the contractor for solid waste utility service. Any increase in such rates or fees shall not take effect until the notice required pursuant to RCW 35A.21.152 has been provided to the affected customers. (Ord. 020/2016 § 3 (Exh. A); Ord. 994, 1992)
