A. At the time of the original issuance of a sexually oriented business license, the department shall prorate the license fee charged to the new licensee according to the number of calendar quarters, or portion of calendar quarters, remaining until the first renewal of that license is required.

B. Unless canceled sooner, every sexually oriented business license issued by the department expires December 31st of the calendar year for which it was issued. However, if the department deems it feasible and desirable to do so, it may establish, by rule, a system for staggering the annual renewal dates for sexually oriented business licenses. If the department establishes a system of staggered annual renewal dates, the sexually oriented business license fees provided by this chapter must be appropriately prorated during the first year that the system is in effect.
