Under this chapter the council is authorized to lease, with the privilege of removing certain goods, wares and merchandise such as timber, stumps, gravel, rocks and wood and all for such reasonable compensation as may be decided upon, certain portions of the city’s property for definite lengths of time, subject to all of the terms and conditions of this chapter.
