It shall be unlawful for any person whose premises are supplied with water to furnish water to additional premises or dwelling unit, unless application is first made in writing to do so upon a printed form furnished for the purpose and in the same manner as an original application for the installation of water service. Unless such application has been made and approved, all service pipes must be so arranged or installed that the supply to each house or business unit may be separately controlled by a meter.
