It is unlawful for any person, firm or corporation to disrupt a street or cause the same to be done in violation of any of the provisions of this chapter. The contractor and owner and/or permittee and/or any agents of the owner will be held jointly and severally responsible and liable under this chapter. Any person, partnership, firm or corporation violating any of the provisions of this chapter is guilty of a civil infraction, with a civil penalty owing in an amount of one thousand dollars per violation, plus five hundred dollars for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued or permitted. Additionally, the city shall have the right to require full restoration of the street to original or better condition immediately upon completion of the project, or to require that the applicant reimburse the city for all costs of street restoration.
