Every person in whose name a vehicle is registered shall be responsible for any such vehicle found to be in violation of this chapter. It shall be no defense that the vehicle was parked illegally by another, unless proof is presented that the vehicle had been stolen and not returned to the registered owner by the date of the violation. This section shall not apply to registered owners who have transferred vehicle ownership prior to the violation date. (Ord. 008/2008 § 5)
