In order to protect the health, safety and welfare of the residents and citizens of the city and to provide for control and protection of dogs and other animals therein, the city council does enact the following provisions that may be referred to and pleaded as the “animal control ordinance.” This chapter shall not apply to dogs used by law enforcement officials for police work or service animals under the Americans with Disabilities Act or the Washington State Law Against Discrimination.
