For the purpose of this chapter:

A. “City” means the city of Monroe, Washington.

B. “Comprehensive solid and hazardous waste management plan” or “comprehensive plan” means the Snohomish County Comprehensive Solid and Hazardous Waste Management Plan, including recycling elements, as adopted by Snohomish County pursuant to Chapter 70A.205 RCW, including any future amendments to such plan. A copy of the comprehensive plan is on file with the city clerk and is hereby incorporated herein by this reference.

C. “County” means Snohomish County, Washington.

D. “Interlocal agreement” means the Interlocal Agreement Regarding Solid Waste Management between the city and the county, including any future amendments thereto, and incorporated herein by this reference.

E. “Person” means an individual, firm, association, partnership, political subdivision, government agency, municipality, industry, public or private corporation, or any other entity whatsoever.

F. “Solid waste” means solid waste as defined by RCW 70A.205.015(24) and WAC 173-304-100(73), with the exception of wastes excluded by WAC 173-304-015.

G. “Solid waste handling” means the management, storage, collection, transportation, treatment, utilization, processing, and final disposal of solid waste, including the recovery and recycling of materials from solid wastes, the recovery of energy resources from solid wastes or the conversion of the energy in solid wastes to more useful forms or combinations thereof, as defined by RCW 70A.205.015(25).

H. “System” means all facilities for solid waste handling owned or operated, or contracted for, by the county, and all administrative activities related thereto. (Ord. 015/2023 § 1 (Exh. A); Ord. 022/2004; Ord. 939, 1990)
