A. All dwellings, businesses and public agencies within the city shall be required to subscribe to the solid waste disposal service whether or not they elect to utilize the service.

B. To the fullest extent allowed by law, all delinquent and unpaid rates and charges for solid waste and/or recyclable material collection service shall become a lien held by the city against the property for which the service is rendered.
