Whoever engages in gambling or knowingly causes, aids, abets or conspires with another to engage in gambling is guilty of a misdemeanor and shall upon the conviction thereof be subject to a fine not to exceed five hundred dollars or a sentence of not to exceed six months in jail, or both such fine and sentence; provided, however, that this section shall not apply to persons, organizations or associations engaged in the following activities: bingo, raffles, amusements, games, the operation of punchboards, pull-tabs, fishing derbies, and games and other social pastimes (other than social card games) when conducted pursuant to the provisions of Chapter 9.46 RCW and provisions of this chapter. Bona fide charitable or nonprofit organizations may operate or conduct social card games pursuant to RCW 9.46.0311.

Social card games operated by bona fide charitable or nonprofit organizations pursuant to RCW 9.46.0311 must not exceed the following wagering limits:

A. Poker.

1. There must be no more than five betting rounds in any one game; and

2. There must be no more than four wagers in any betting round, for example, the initial wager plus three raises; and

3. The maximum amount of a single wager must not exceed twenty-five cents.

B. The maximum wager for all other licensed social card games may not exceed one dollar per person, per game. (Ord. 023/2008 § 1; Ord. 1179, 1999)
