Application shall be made in writing for such a license to the city clerk, giving the full name and address of the owner thereof, the type and passenger-carrying capacity of each such vehicle, and shall be in turn submitted to the city council for approval or rejection, and the city council hereby reserves the right to limit the number of taxicabs licensed within the city of Monroe to one of each two thousand, or fraction thereof, in population.
