The chief of police shall, within a reasonable time after receiving such application, return the same to the city council with his written recommendations, either approving or rejecting the same, and in the event of the disapproval the reasons, in writing, for such disapproval, and the city council shall at its next regular meeting thereafter act upon the application and either accept or reject the same.
