Applicants for such a license shall sign an application therefor in the office of the city clerk and shall deposit therewith a sum as established by the city council by periodic resolution, to be applied on the license fee, if issued. All such applications shall be referred, first, to the chief of police, who shall require the photograph and fingerprints of such applicant to be taken, and shall make an investigation to determine the qualifications of the applicant for such a license.
