Nothing in this chapter shall be construed to apply to the posting of legal notices by public officers, attorneys, or other persons with authority, nor to the posting or distribution by residents of the city of bills or advertisements relating to their own business; nor to the posting or distribution by churches, schools, lodges and charitable organizations of bills or advertisements relating to meetings, entertainments or other affairs given by them or under their auspices.
