If a school district fails to submit an updated capital facilities plan in a timely manner, the city shall not be obligated to complete review prior to the city’s comprehensive plan amendment date. If an updated capital facilities plan has not been adopted by the city council prior to the existing plan’s expiration date, due to the affected school district’s failure to submit an updated plan, that school district shall be ineligible to receive school impact fees until the updated plan has been adopted by the city council.
