Pursuant to RCW 35A.40.020, payment of claims or obligations of the city shall be by check. The qualified public depository, whereon such checks are to be drawn, shall be Key Bank located at 214 East Main Street, Monroe, Washington, with the city officers authorized to sign checks being the mayor and city clerk or deputy city clerk, the city administrator and a finance staff person.
