All work adjacent to or abutting any street or public place must be pursued to completion with due diligence, and if, within the judgment of the director, any excavation is left upon beyond a reasonable time, the director shall cause the same to be refilled forthwith without notice, and costs incurred in such work, or for correcting work improperly done by the permittee, shall be charged to the permittee.
