The purposes of this chapter are to implement the policy provisions of the city of Monroe comprehensive plan to provide adequate parking for all uses allowed in this code; to reduce demand for parking by encouraging alternative means of transportation including public transit, rideshare and bicycles; and to increase pedestrian mobility and safety in urban areas by: setting minimum off-street parking standards for different land uses that assure safe, convenient, and adequately sized parking facilities; providing for parking and storage of bicycles; providing safe direct pedestrian access from public rights-of-way to structures and between developments; minimizing the visual impact of parking areas on the streetscape and pedestrian environment.
