As soon as any permit shall have been issued in accordance with the terms of this chapter, the same shall be presented to the chief of police, who shall, unless he chooses to inspect such blasting himself, appoint a suitable person as inspector for the work of inspecting such blasting to see that the same is done in such a manner as not to endanger the person or property of any person or persons in the community where such blasting is to be done and it shall be the chief’s duty or the duty of such person so appointed to prevent any blasting being done unless in his judgment the proper means of safety and the necessary precautions are taken to protect the persons and property in the community where such blasting is to be done.
