The provisions of this chapter shall be reasonably construed and applied in accordance with applicable state and federal statutory and constitutional requirements. The city of Monroe shall have the exclusive authority to administer and enforce the provisions of this chapter. Nothing in this chapter shall be construed as creating any enforceable right, entitlement or cause of action in or for any person, group or entity. (Ord. 021/2018 § 1)
