No permit shall be issued until the permittee has filed with the city a certificate of comprehensive general liability insurance, one million dollars combined single limit per occurrence. The city shall be an additional named insured on the policy. Such certificate of insurance shall be issued by a reputable insurance company authorized to do business in the state of Washington.
