Every person or party who shall commit or maintain a public nuisance as defined in this chapter, or who shall willfully omit or refuse to perform any legal duty relating to the removal of such nuisance, shall be guilty of a misdemeanor, and upon conviction shall be punished by a fine not to exceed five hundred dollars.
