Whenever any house, building or structure shall be erected or located in the city after the enactment of the ordinance codified in this chapter, in order to preserve continuity and uniformity of numbers of the houses and buildings, the city engineer shall designate a number for said house or building in accordance with the address and street name master plan. No building permit shall be issued for any house, building or structure until the owner has procured the official number of the premises. Final approval of any structure erected, repaired, altered or modified after the effective date of the ordinance codified in this chapter shall be withheld by the city building official until permanent and proper numbers have been affixed to said structure.
