The city of Monroe does hereby declare it to be the desire of the city to further any beautification programs in the business and commercial areas of the city so long as there is no liability or expense to be incurred by the city, and for that purpose the city does hereby authorize the use of space upon the sidewalks in front of such commercial or industrial buildings for the installation of potted plants, flower boxes or hanging baskets, so long as such display in no wise interferes or restricts the safe use of the sidewalks for ingress or egress or travel thereon.
