Any person, firm or corporation violating any provisions of this chapter shall be fined not less than five dollars nor more than two hundred dollars for each offense. The fact that a vehicle which illegally exceeds the weight limitations is registered in the name of a person shall be considered prima facie proof that such person was in control of the vehicle at the time of such violation.
